Normal Distribution.  It's facinating to see the sum of all squared differences from the mean is least compared to all other values (a). Phi represents a standard normal distribution function (the mean is zero and standard deviation is one) so value b from a normal distribution is translated to a Z distribution value through Z = (b - mu) / sigma.
